      They sometimes payed the army. It was also their job to create an official document recognizing America as a free and independent state. Washington wrote to them often pleading for them to write the Declaration of Independence. He often pleaded for help when it came to getting outside help. Meaning forming alliances. That’s why they sent Benjamin Franklin to France.
